A message from LeAnn Johnson, Grant Coordinator - Here are some important dates to remember regarding the Historic Document Preservation Grant Program: Completed grant applications for Cycle 1 FY2006 must be postmarked by April 30, 2005. The deadline for filing Cycle 2 applications is September 30, 2005.
All work on grant projects for FY2005 must be completed and funds expended by June 30, 2005. Please file your Project Evaluation/Expenditure reports for FY2005 on or before September 1, 2005. We encourage you to file this report as soon as possible after the project completion date (June 30, 2005) rather than wait until the September 1st due date.

Certification Exam – 2005 Study Group
A study group has been formed and meets every Saturday morning at the Newtown Library. The time is 10 a.m. or 11 a.m. The group meets 60-90 minutes and confirms each week. Members are Bridgit (Middlebury), Eileen (Redding) and Lisa (Bethel).

Congratulations to Marguerite Phillips, CMC, Town Clerk of Bloomfield, who has been accepted as a member in the Master Municipal Clerk Academy Program of IIMC. Marguerite has been employed with the Town of Bloomfield since December 1992. Prior to that, she served as Assistant Town Clerk for the Town of Lisbon for six years. She received her CMC designation in 1995 and currently serves as Treasurer of the Connecticut Town Clerks Association.

I thought you all would benefit from the following information I have.
CGS 7-110 states that files of the official publications of towns, cities & boroughs of the state shall be kept in the State Library, two copies of each such publication as soon as the same is published.
Diane Pizzo Unit Head, Collection Management at the Connecticut State Library has informed the Town of Griswold the State has a pickup and delivery service that transports books to and from the various public libraries throughout the State, in what they call the C car. The Town of Griswold had numerous publications that have not been forwarded to the State, I contacted Gratien Meda and Diane Pizzo took it from there. I am delighted by the number of responses to my survey regarding land record technology. The number responding thus far has been great ! I need help in regard to telephone systems and voice mail. Who out there has (or has tried) a voice mail tree on their main Town Clerk line with selections for other departments before they reach Town Clerk? I'm trying to eliminate a good percentage of the calls that are not ours by providing them with detailed information about our other departments and an option to reach those departments before they actually get to us.
Many times our number is given to them by information even though they have clearly asked for another department's number, i.e., Assessor, Tax,

My Council Chairman has asked me to survey our association since we are not members of CCM to find out how many towns have offered early retirement programs/incentives for their employees, when it was done, approximately how many employees took advantage of the program and what did it save the town in dollars. He has tried to contact towns themselves and they seem to be resistant in providing this data. If this was a program that was approved by your finance board or council or financial body of the town, there must be minutes on file approving the action and detailing the proposed savings to the town. This is a cry for help from all of you who can help us with this issue. Thanks for whatever help you can give us on this matter. We could use the info as soon as possible. Thank you for your help. This year’s “Nuts and Bolts” segment will not include a presentation by the FOI staff. Instead, the FOIC staff is asking town clerks and other conference participants for questions about FOI and its applications in Connecticut. The 90 minutes reserved for “Nuts and Bolts” will consist of staff members answering questions from the public. To make this work, the FOIC needs active participation. It is encouraging everyone, even those unable to attend the conference, to send questions by February 21. Staff will spend the days leading up to the conference researching answers to the questionsthat are received. Questions should be sent to the attention of Tom Hennick or Tracie Brown at 18-20 Trinity Street, Hartford, CT. 06106. Those submitting questions can include their names, but it is not required. Also, you can e-mail the questions to the FOIC office to the attention of Tom Hennick at Thomas.Hennick@po.state.ct.usor Tracie Brown at Tracie.Brown@po.state.ct.us. Any other questions can be directed to Tom or Tracie at (860) 566-5682.
Throughout the year, the FOIC is planning other special events to commemorate the anniversary. As part of the anniversary celebration, this year’s conference will be held in conjunction with the Connecticut Foundation for Open Government’s Walter Cronkite Award Dinner, on the evening of March 15, also at Water’s Edge. At that dinner, the Walter Cronkite Award will be presented to noted author and journalist Seymour Hersh. Please let the FOIC know if you would like to attend the dinner. The FOIC will be happy to send you more information.

Dan Carey and Joe Camposeo are in charge of soliciting corporate sponsors for the New England Conference to be held at Foxwoods this coming November. They have already received some contributions from banks and attorneys. If you have a name of a company, organization or individual that might be interested in making a contribution to our organization, please forward that name to Dan Carey at dcarey@ci.hartford.ct.us. He will send out a letter on our behalf. Please let him know if he he should or shouldn't use your name as the referring party. Thank you for your assistance in this matter. We still need to raise some money to offset the operating expenses of the conference.
The Executive Board is meeting on January 26th. It is expected that an increase in conference registration fees will be discussed. If you are preparing or submitting your budgets right now, please consider adding an additional $50.00 for each of the CTCA conferences. Also, we learned yesterday that the registration fee for the NEACTC conference at Foxwoods in November will be $125.00. We are hoping for a large turnout of Connecticut Clerk hosts at that conference. Hopefully this information will help you through your budget preparation.
