To All Town Clerks and Registrars,
On December 20, 2005, the Honorable Mark R. Kravitz of the U.S. District Court issued his decision in the case of Acorn, et al., v. Bysiewicz. This is the case concerning same day voter registration. Judge Kravitz ruled in favor of the Secretary of the State and refused to force election day registration(EDR) on to Connecticut.
Such a vital part of the democratic process needs to be carefully crafted in the legislature and not hastily put together in response to litigation. The new voter registration deadlines as passed by the legislature in this past session will go into effect for 2006. The deadlines are a 14 day cutoff for mail in registration and 7 days for in-person registration.

Town and City Clerk,
The competitive grant program guidelines were sent to all municipalities last week. The grant training workshops for this phase of the Historic Documents Preservation Grant Program will be held at the Connecticut State Library Van Block facility. Two half-day sessions will be offered on January 12th and January 19th. Grant training is required for any eligible town that is interested in applying for a competitive grant. If you have completed a preservation survey, records management survey, or a disaster preparedness survey, you are eligible to apply for a competitive grant. Towns not yet eligible to apply may attend if space is available.

This is just a reminder to call or fax in your town's vote as soon as possible Tuesday night. Your work will result in a payment to the Town Clerks Association.
Please remember to check off the winner box on the far right of the ballot return form, next to the vote total. This will be very important in those cases where the candidate who loses the first selectman's race wins or fails to win a seat on the board of selectmen. Or when only five or seven candidates win seats on the town council.
Also, in those towns where there is no single top office such as mayor or first selectman, note on your fax or tell the person taking your call, which party controls the top governing board, such as Oshkosh (Town council) Republican Control.

My sincerest thank you to everyone for the beautiful cards, notes and kind words extended to me and my family on the recent passing of my mother. Many of you know it has been a very difficult few months leading up to her death. Your prayers and wishes mean a great deal. I am so proud to belong to such a caring and gracious association. The new by-law provision passed at the conference a few weeks ago requires that we now have alternating terms for the committees of the Association.
I want to thank those of you that have sent in your committee requests! However, we still have openings for Committees, and I would like those of you that have not signed on to consider serving the Town Clerks organization. Your willingness to serve is greatly appreciated and needed. We must all do our share to continue the path of professionalism and service to the public.
Please keep in mind that if you are unable to leave your office, we can still help out in many other ways!
I would like to have the committees with all new members begin their term January 1, 2005. This will allow us to change members as required the first of each year. Yesterday I took an "excellent" EXCEL class at CCSU - one of the spreadsheets we discussed (but didn't create) was for elections. We have a spreadsheet we have used for years - we display it on a big screen and itcan be seen by those waiting for results as well as the television audience. When the final numbers are in we print the results and everyone leaves with the same information. This has worked great for us. Laura has posted the file in the Document Directory on the Clerks' website, we are happy to share. The Clerks in Hartford County met last week and unanimously voted to make an initial pledge of a minimum of $500 to the Records Restoration fund being set up by IIMC to aid municipalities in the Hurricane Disaster areas. Please look in the Document Directory of www.ctclerks.com. There is a excel software application to help you complete and print the marriage license form. It is based on Excel. It prints out on special archival paper that we buy from Adkins. The form and software is State approved and was developed in conjunction with Sue Speers when she was at DPH. We have used it since 2002 without problems as have a number of other towns. There is no need to printout the Consent side if it is not used. If it is required then both sides are printed separately by feeding twice through the printer. It is not set up for duplex printing. It prints on the default printer. The Admin tab allows you to set up for your town name, the name of the clerk and assistants and the education defaults. Click yes to enable the macros.
Michele Grande at Redding, and Carla Pomprowitz at Hebron are good contacts that are familiar with the program. We now use the software directly by entering the information as provided by the applicants and avoiding the need to fill out an application.It is quicker and creates less paperwork The software is free, However, I would like to receive feedback on any problems or possible improvements Try it and let me know if you have a problem. According to our meeting with the Attorney's General Staff ; Those exempt from paying the $3 Historic Preservation fee are also exempt from paying the $30. Also , we can expect to receive reporting forms from the State Treasurer's office well in advance of the November 15th reporting date. They are attempting to simplify the reporting process for us. This message is for all who have purchased the yearbook ordered at the Spring Conference. Sorry, the process has been slow. The company we ordered through made a major move for starters. I had to request a few times the candids taken by them which caused another delay.
Thanks to Gloria Murphy, Assistant in Trumbull and Peter Bartucca, Document Management Systems, we were able to add some great candids to the book. All the information is back in their hands. When I spoke to them on Sept. 19th they gave me an approx. time of delivery - 4 weeks.

Dear Municipal Clerks,
The Hartford Courant and Associated Press are hoping to once again be able to rely on you as the primary source of municipal election return information so we can provide election data to television, radio stations and newspapers throughout the state.
We are glad to once again be able to extend an offer we believe will benefit the association’s membership, our news organizations and the public.
As we have in previous years, The Courant and AP will make a payment to the clerk’s association proportional to the number of towns who report their returns to our election center on Election Night.
The pay scale for vote reporting this year will be as follows: $25 per call from municipalities reporting “top of the ticket” results, (i.e. the mayoral election, first selectman or town council majority;) $55 per call from clerks reporting “full ticket” results. (In some large cities with many precincts, we would appreciate interim results if possible, and will pay extra for them.)
As we have for the past several elections, we will be using fax machines instead of telephone calls as our principal means of reporting municipal election results. We believe this minimizes the effort required for each town to report results and will cut down on the number of late-night calls from reporters for missing information. We will continue to offer a phone-in or email option, since we know some polling places aren't equipped with fax machines.

Many thanks to Hartford City Clerk Dan Carey, who hosted a town clerk gathering at the Jib 88 Pub and Grill in Old Lyme for 30+ clerks on August 18th. It is my understanding that CCM has sent out a flyer stating that the $30 surcharge on land records was to go in to effect on July 1st, 2005.
THIS IS INCORRECT ! CCM will be sending out a corrected notice shortly. During the special legislative session in June , the Legislature amended the law to become effective on October 1st of this year. Many of you have questions about this legislation as well as the civil union law which also goes in to effect on 10/1. We are contacting the State Treasurer's office trying to get some clarification and direction on the $30 surcharge. As soon as we get a response , we will share the information and discuss at the Fall Conference.
As for civil union's , Beth Frugale , DPH Vitals will be doing a presentation at the conference. It is my understanding that she will try to get a "directive" to us beforehand. Joe Camposeo

This year, for the first time, we will be kicking off the conference with a gala opening ceremony. Conference attendees will be treated to a very special welcome by the Mashantucket Pequot Indians as they present their “Welcome Drum Ceremony”. The opening event will also include a multi media presentation focusing on Town Clerks from around New England and how our individual offices work collectively to provide ongoing service to our communities.

Here are the details about Kathy Quin's husband who passed away last Sunday.
QUIN, Leonard V. Leonard V. Quin, 76, of East Granby, died suddenly Sunday (August 14, 2005) at Hartford Hospital. He was the beloved husband for 40 years to Kathleen (Keefe) Quin, Windsor Town Clerk. Leonard was born in New Bedford, MA, son of the late Michael and Agnes (Speirits) Quin. He grew up in West Hartford and lived in New Hampshire and Ohio moving to East Granby 29 years ago. He served in the U.S. Marine Corp. during World War II and was employed in machine tool sales for Northeast Machinery Exchange Inc. He was a member of the Machine Tool Association, an avid golfer and long time member of Hopmeadow Country Club, Simsbury. He was an avid sports fan of the UCONN Huskies and Red Sox. Lauderdale, FL; and several cousins. A Memorial Mass will be held Saturday, August 20, 11 a.m. at St. Bernard Church, Maple St., Tariffville, section of Simsbury. Other sad news, MaryAnn Lipski, who was Assistant Town Clerk in Simsbury for 21 years, suffered a fatal heart attack on July 18 at her new home in North Carolina. She retired just 3-1/2 years ago. She sold her home in Suffield this spring and moved to be near her daughter, Karen, and her son, Eddie, and his family in North Carolina. Her son John was married over the July Fourth weekend. I will not be able to attend the conference because I have to have a mastectomy and the doctors could not schedule it until the 18th! I hoped it would be in August but no such luck. Twenty years ago I had a lumpectomy & seven weeks of radiation. A very good radiologist that has been reading my films for years found something she did not like and after four biopsies which found "attippia" cells, they found malignant ones.
I have been very good about getting regular mammograms & here it comes back in the same breast! I am sending this as a reminder to you all not to make excuses but to get checked regularly. I was forty the first time so my baseline saved my life. I still have a lot of living to do.

Congratulations to Catherine S. Nurmi, Town Clerk of Sterling who has received the Master Municipal Clerk (MMC) designation from IIMC. Cathy has been employed with the Town of Sterling since July 1980, serving as Assistant Town Clerk before her election to Town Clerk in May 1984. She became a CMC in October 1988 and has continued her education through IIMC approved Academy classes held at Salve Regina. Cathy is an active member of IIMC, serves on the Board of Directors of NEACTC and as Windham County VP for CTCA.

Kathy is active in IIMC and CTCA and serves as President to the New England Municipal Clerks Institute and Academy.

Many of you have asked various questions regarding the $30 fee that is being added to the Land Record filing fee effective October 1 of this year. We have asked the State Treasurer to send us (in writing) the reporting procedure's which we will distribute at the Fall conference. We expect that the Treasurer will be honoring our request to keep the reporting as simple as possible.
As for other concerns you may have ; The new law means that the $30 will be for every recording. Those exempt from paying the $3 HP are not exempt from this new fee.
As for the $4 to be kept ($3 LOCIP and $1 Town Clerk), you should develop your own accounting process. The Law is pretty clear regarding the one dollar to be kept for town clerks . How this is implemented will be up to each of you because of the many diverse reporting and accountability situations among all clerks Please understand that we are doing our best to gather as much information regarding the implementation of this law. Well, it's that time of year again.
Please visit the conference information section of our website and download the forms to register for the Fall Conference at the Dolce Heritage Conference Resort in Southbury. The Conference will be hosted by the Litchfield County Clerks and starts on Wednesday, September 21, 2005. That day just happens to be the 63rd Birthday of Conference Chairman Joe Quartiero, Torrington Town Clerk. (What a coincidence!)
The Wednesday Kick-off Event will be held at the conference center and will be an Antique Talk and Road Show with Wayne Mattox ,a noted antique expert. Come and enjoy cocktails, hors d'oeuvres and a piano player who will surely lead a chorus of Happy Birthday to Joe.
This is an important conference to learn about recent legislation regarding the local election, vital records and recording fees. Do not miss this one!

When we held our Roundtable Meeting at the Conference in St. Paul last May, IIMC agreed to provide you with more consistent communication regarding its activities. As always, please feel free to share this information with your members.
IIMC HQ
The Executive Committee and the Board of Directors have appointed Chris Shalby as their Interim Executive Director, effective Wednesday, July 20, 2005. Chris will continue to handle communications, public relations and marketing for IIMC as well as the duties of the Executive Director.
IIMC also hired, on a contract basis, Richard Klabunde to oversee financial services. Richard has more than 30 years of accounting and financial experience.
DIRECTOR OF EDUCATION
Interviews for a new IIMC Director of Education will take place on August 12 at the National Center for Supercomputing Applications -- ACCESS in Arlington, VA. IIMC will be hosting a small reception on Friday, August 12 at 1:00 p.m. est at the Center to commemorate the opening of its Satellite Office. If you're in the area and would like to attend, please contact IIMC HQ at 909/944-4162 by Friday, August 5.

IIMC promotes itself at State/Provincial Association Conferences either participating in your exhibit programs or as session speakers.
Based on the positive comments from our members and Regional Directors this past year, IIMC will continue this marketing endeavor in 2005 and 2006. Please send me the dates, times, locations and costs for your upcoming State/Provincial Conferences so I can remain current with your schedules. IIMC will rotate Conferences so it has an opportunity to visit every Association in the course of the next several years. IIMC also appreciates any help you can provide in waiving registration costs, housing, etc.
NEWS DIGEST
The News Digest continues to expand in content and aesthetics. The magazine has been featuring four-color front and back covers and an Annual Conference two-page spread. We have highlighted several State Associations and Institutes over the years. I urge you to submit photos and articles regarding your Association, especially if its nearing an anniversary date. As you can tell from some of the News Digests, these photos make impressive covers and provide the responsible parties with a "feeling of goodwill and participation." Continue to submit photos of your Institutes, towns, cities and anything pertinent to your Association. We appreciate your participation.
Once again, please feel free to reprint News Digest articles in your publications. We want to continue to build on this program. Together, we can continue to produce a top-notch magazine worthy of the Association's stature, IIMC members and the Municipal Clerks profession.

Congratulations to Irene G. Masse, Meriden Town Clerk who has received the Master Municipal Clerk designation. Irene has been employed with the City of Meriden since November of 1991. Irene completed IIMC-approved Academy Programs and Seminars conducted by NEMCI at Salve Regina University and other educational programs relating to local government. She is active in her professional affiliations, she is a member of the IIMC and served as Treasurer for NEACTC and is the New Haven County Vice-President of CTCA.
Congratulations to Lisa Valenti, Town Clerk of North Branford who has been accepted into the First Level Membership of IIMC Master Municipal Clerk Academy. Lisa has been employed with the Town of North Branford since February of 1987. Prior municipal service includes serving nine years with the Town of East Haven. She has completed programs and seminars approved by IIMC by CTCA. Lisa is an active member of IIMC, CTCA where she has served as County VP and Chairman of the Certification Committee.
Congratulations to Gretchen E. Bickford, Town Clerk of South Windsor, who has been accepted into the First Level Membership of IIMC Master Municipal Clerk Academy. Gretchen has been employed with the Town South Windsor since February of 1986, serving as Assistant Town Clerk before being elected Town Clerk in January 1998. She has completed programs and seminars approved by IIMC by CTCA. She is an active member of IIMC, NEACTC and CTCA.
Congratulations to Joan A. Pilvelait, Assistant City Clerk in Milford, who has been awarded the designation of "Certified Municipal Clerk" from IIMC. She attended courses and seminars approved by IIMC with CTCA. Joan is an active member of IIMC and CTCA and also serves as a Notary Public.

Beth Frugale, Reg. of Vitals would like an email sent out asking the Registrar of Vitals to send her an email with the number of long form birth certificates issued in the past year. I suggest each town does a tally from July 1, 2004 - June 30, 2005. There is a Federal Act which may require the long form to be issued on numbered safety paper. Beth is doing her homework and attempting to discover how many long form birth certificates are issued. If the town is on everts, she still wants this information. Since these towns are already using numbered paper it should be easy to do.
