The town clerks of Connecticut did a terrific job on Tuesday helping the Associated Press-Hartford Courant Election Center collect vote totals. The entire nation was watching our U.S. Senate primary race to find out what would happen, and the AP Election Center was the only organization reporting statewide results. Thanks to the town clerks, our vote totals were very accurate, as well as timely. Many thanks for helping us inform the state, and the nation, of how Connecticut voted. Today, August 9, 2006, 90-day blank ballots become available to registered electors in the military, or spouses and dependents with special military contingencies. Under the federal law, Town Clerks must mail these if an FPCA was received between January 1, 2004 and August 8, 2006. The absentee ballot set must include:

"By now all town clerks should have received reporting

instructions for the Aug. 8 state primary from The Associated

Press-Hartford Courant Election Center. If you have not received your

reporting form, please pick up the phone NOW and call Tammy Mitman, the

AP's state election center manager, at 860-485-1076, or send a message

to her at tmitman_contractor@ap.org . Also, if your town has experienced

a recent surge in Democratic voter registration, please let Tammy know

by phone or e-mail. She'll just want to know the total number of

registered Democrats you now have.

For those of you dealing with the overseas military ballot

problem: The Election Center reporting instructions ask you to indicate

whether absentee ballots are included in your figures. If all of your

absentee ballots have been counted except those you have not yet

received from overseas, please circle "Yes" on the AP reporting form to

indicate absentees are included in your vote totals, and then write a

note on the form (or tell the Election Center phone clerk) how many

military absentee ballots are still outstanding.

Re: Federal Post Card Applications and Absentee Ballots

At the request of the United States Department of Justice we are writing to remind you of the requirements of Federal Law regarding absentee ballots and the Federal Post Card Application (FPCA). Under federal law, whenever a voter applies for an absentee ballot using a Federal Post Card Application, you must send an absentee ballot to that voter, automatically, without further application, for each subsequent election or primary for federal office held in your town through the next two regularly scheduled general elections for federal office. In other words, if a voter applied for an absentee ballot using a Federal Post Card Application in 2004 you must send her absentee ballots, without any further application, for every primary and general election in 2006 in which there is a Federal office on the ballot.

If you have not already done so, you should send a ballot for the August 8 primary, if applicable, as well as, the ballot for November to everyone who applied for an absentee ballot using a FPCA in 2004 through the present. Thus, all FPCA applicants enrolled in the Democratic Party and all Republican applicants in the first congressional district are to be sent ballots for the August 8 primary and all applicants are to be sent ballots for the November election.

Normally, you would send a blank ballot to these applicants, as soon as the list of candidates is known, approximately 30 days before a primary and 45 days before an election. However, since printed ballots are now available for the primary, if you have not already sent this year’s primary ballot to FPCA applicants from 2004 and 2002, please send them a printed ballot set at this time.

Any 2004 FPCA ballot applicant that checked box 8d ( or “k” on the current form) on their application was requesting an overseas ballot (federal office only.) If these applicants are not on your voter registration list, we recommend that you send them a primary OVERSEAS ballot only, if they indicated a party affiliation on their FPCA application and remember to send them an election OVERSEAS ballot in September for the election.

Included with this mailing you will find an insert that we are requesting that you send out with all absentee ballots from the receipt of this mailing.

We have included one (1) copy of this insert that you are permitted photocopy.

This insert will help clarify the issue of whether or not an individual will need to provide identification with their absentee ballot when they return the ballot.

Please Note: Town Clerks should continue to process and distribute absentee ballots to voters who properly request the ballot as they have in the past. There is no additional requirement that Town Clerks need to review identification prior to issuing an absentee ballot. If an individual is required to provide identification, they are required to return such identification with their ballot (in the outer envelope) and not with their application.

July 15, 2006 is the deadline to order new pins or make corrections. Payment for your order must also be received at that time.

Corrections and New Orders may be sent email, fax, or US mail. (US mail is best when accompanied with payment.)
