The two girls have a rare progressive disease called Freidrich’s Ataxia and are in wheel chairs. Thank you to all the Town Clerks who responded to my request yesterday. We may want to look into having all the statutes put into an electronic form, available on our website. I spoke to our lobbyist, Mike Duggan regarding the availability of this information and there really is no easy way to obtain all the statutes, even through the state website. He stated that when he gets a request such as the one I had from a member of the legislature that he gives them a copy of our Handbook. I ended up copying both the handbook and election law handbook. The 2007 Certification Exam will be given on Tuesday, June 12, 2007 at 10:00 a.m. in the Newington Town Hall. Applications and directions were mailed April 18, 2007. Realtors and AARP members are very much against the continuance of the increase. Billboards have been displayed suggesting the seller ask about the ‘hidden tax’ when you sell a house.

Legislative Update
Hi all. The legislative sessions seems to be in full tilt already. We have been meeting with the committees that have or will raising our bills, namely Judiciary for our land record proposals & Finance for our vitals/sporting proposals, and any other related committees such as GAE, etc. We have also met with the House Speaker & Majority Leader as well as CATIC, CT Bar Association, Title Insurance Association, CT Bankers Association, CT Mortgage Bankers, CCM, the Public Records Administrator, Rep. Fontana and several independent title searchers.
We testified last Friday, 2/23, in front of the Judiciary Committee in regard to our land record proposals and submitted testimony Wednesday, 2/28, on ROVAC’s legislation, (in particular HB #1312, 7259, 7257 and 7261), SJ 5, an amendment to the State Constitution to remove restrictions on the categories of citizens who may vote by absentee, HB #5989, an act concerning the process for issuance of absentee ballots and HB #6251, an act authorizing election day registration.
We have posted an update of all of our proposed legislation language and the testimony that we have submitted thus far. Please take a moment to look all of it over and make yourself familiar with it. We have asked to amend our land record bill #7152 regarding the ¾” margin after negotiations with the CT Mortgage Bankers. The effective date has been pushed out to 10/1/2008 instead of 7/1/2008 to allow more time for their banks to bring their forms in compliance. The $10 per instrument non-confirming fee will remain the same. We also ask that you contact your State Senators and Representatives to voice your support for our land record bill #7152 and ask for their support when the bill comes up for a vote. Please also do the same for our vitals and certain other certifying fees and sporting license initiatives once they are raised, which we hope will be shortly. We will keep you posted.
Your contact with the legislators for support is so important to our efforts.
The public hearing on our vitals, certain other certifying fees and sporting license legislation has yet to be scheduled, but we will keep you updated and we will be posting more as we get deeper in the session and as always if you have any questions or comments, please contact or Patty Strauss, Westport, or Joyce Mascena, Glastonbury, Legislative Co-Chairs.

Clarification of the Hartford Courant article on EDR 3/2/2007
To all Town Clerks:
In this morning’s Hartford Courant, an article discussing EDR (Election
Day Registration) has misrepresented town clerks as opposing this
concept. (Remember that same day registration will all but eliminate the need
for Presidential Ballots.) Last Friday, February 23rd, our association
submitted written testimony at the public hearing on this bill, HB 6251,
which supports EDR. Should any clerk be asked about our view, we ask
you to correct and confirm our support for Election Day Registration.

Plans are all set for our legislative reception. We are hopeful that the Legislature will be in session on that date so we should have a great turnout. Please make every effort to be there representing your town and the association. Your attendance is very important to our efforts for two reasons. One, the legislators get to meet and talk with us directly establishing a personal connection so it gives their vote more meaning when the time comes and two, to keep vendor participation and sponsorship up. The vendors are there to talk with clerks more than they are legislators. Without clerks there, our vendor participation will decrease along with the sponsorship funds we count on to host the event. So again, please mark your calendars and make every effort to attend.

I spoke with Arthur Champagne this afternoon and he advised me that the unused paper ballots for the Marksense Voting Machines fall under the same requirements for retention as the unused absentee ballots. In the records retention schedule, the minimum retention required for unused absentee ballots (M6-240, item j.) is 60 days after the election if not contested, and may be destroyed (according to footnote 6) after the applicable retention period without prior permission of the Public Records Administrator if no contest is pending and no subpoena has been issued by the State Enforcement Commission. As a public service, the Connecticut Town Clerks Association will have an exhibit booth at the New England Bridal Showcase.The event takes place at Mohegan Sun's Uncas Ballroom on Sunday, February 11th between 11am and 5pm. Our purpose is to inform couples about the requirements for obtaining a marriage license, especially with regard to recent changes in the law. Over 3,000 brides have attended this bridal expo for the past three years, most of whom are Connecticut residents. Any amount of time volunteered will be greatly appreciated. Attached is our proposed legislation in the areas of land records, vital statistics and sporting licenses for C.T.C.A. for this coming legislative session.
Please take a few moments to review this proposed legislation. You will note that the only change from the submission of the last legislative session is a change of a fee in the vitals area. With the emphasis on identify fraud now; a way to promote this is to suggest to customers that they should be using the long form whenever possible as it has minimal information on it. The price for the short form would remain at $5.00. All of the others vitals and the birth long form would then be elevated to $10.00 per certified copy.
As always, please be on the look out for proposed legislation that involves Town Clerk and alert us. There is so much out there that we can’t keep up with promoting our own initiatives and what others have proposed as well.

SEEC is sending a mailing to all Town Clerks regarding the new registration form for political committees (PACs), the SEEC-3. The packet includes the revised registration form (which replaces the ED-47); instructions for completion of the form, a copy of a memo outlining how changes to the campaign finance laws affect political committees. We ask that Town Clerks send the revised form, instructions and memo to the chairpersons of all political committees organized on a municipal level asking them to re-register their committee with the Town Clerk using the revised form. A sample letter that can be used by Town Clerks is also included in our packet. Finally, we ask that Town Clerks send a copy of each new SEEC-3 form received to the Commission so that we can ascertain the number of political committees that are registered on the local level. Just a reminder to all towns (except for the 18 targeted towns) - The conveyance tax rate is due to convert back to $1.10/thousand on July 1, 2007. We are sure that there will be a bill put forward to extend the status quo. However, because the outcome of that effort is unclear at the moment, we recommend that you project your revenue accordingly.
