This is a reminder that the Marine License is not yet required by individuals fishing in Salt Water. The Governor has not yet signed the bill into law. As soon as we know the status of the bill, we will notify the Clerk's and Agent's with a Broadcast Message to their IPOS terminals and we will also send a message to Carolyn Keily, to be posted on the TC website.
This is in response to the article in today's Hartford Courant and I wanted to make sure you were up to date on the status of this license.

NEW HARTFORD - TOWN HALL DEPARTMENTS ARE CLOSED ON FRIDAYS!
We are open an extra hour in the evening until 5:00 to better serve you and until 6:00 p.m. on Wednesdays. The Police and Superintendent of Schools offices are the only offices that are currently open on Fridays. You will NOT be able to make any tax payments or conduct business with Town Hall Staff on Fridays.

- We added a new link to the Home Page just for Land Records - News and Updates. Watch for the $10 increase in fees after the Governor signs the bill.
We created a new e-mail list for public subscribers interested in getting these updates sent to them. Please tell attorneys and title searchers to Join Our Mailing List. Town clerks will continue to get all updates through the current system without subscribing again.

Dear Clerks,
We are all troubled by the fact that the Governor's proposed budget includes taking $900,000 from the Historic Preservation Grant Program to help balance the State budget. This action, without question, will impact all of us significantly.
I want to clarify for you that we had no advance knowledge that this was going to happen. Were that the case, I trust you would know that we would have attempted to weigh in on the matter.
I can assure you that in the future we will do our very best to work with the State Library to protect this money. We will also look to some new initiatives to generate revenue for clerks.
Tonight, the regular session of the Legislature will end at midnight. There will be a special session some time in July. I have asked Joyce Mascena to provide us with a summary report on legislation by this Friday.

1. You may continue to sell the 2008 Duck stamps in the same fashion.
2. 2009 Duck stamps may be sold but there will be no actual stamp, just a print out that a Duck Stamp was purchased.
3. Monthly Reporting:
a. For 2008 licenses sold in December, same procedure as you’ve been doing, same report (triplicate) etc.
b. For 2009 licenses sold in December, simply print out your report from IPOS and send in a check with the report (how easy is that!)

There has been some confusion with the new DEP Purchasing system. I spoke with Donna Kinney today to clarify some issues regarding, permits, tags and duck stamps.
1. Duck Stamps: the correct dates will print out even though our touch screen says Jan-Dec.
2. Permits and Tags: at this time, we can sell the permits, but the tags will be mailed to the hunter from the state. Therefore, if a hunter wants to buy his permit and go out hunting that same day – he/she will need to go to Hartford to buy the permit and receive the tags. Ask the hunter if he needs the tags right away, if so, do not sell the permit to him – he must go to Hartford. There was not enough time to change the regulations before the new system installation, therefore a temporary glitch in the process. When the regulations are revised, the hunter will be able to purchase the permit from us, and then use the tags that are shown on page 37 of the 2009 Hunting Guide (for both deer and turkey).

Rita Anna (Beaulieu) Renaud Radziewicz, 85, of Colchester and formerly of Southbridge and Charlton, MA and Spring Hill, FL, widow of the late Alfred Renaud and Harold Radziewicz, passed away Monday morning (November 24, 2008) at home, surrounded by her loving family.
Born August 10, 1923 in Southbridge, she was a daughter of the late Alfred and Bridget (Cody) Beaulieu.
A proud veteran of the Army Air Corps, she served at the end of World War II, being honorably discharged at the rank of Sergeant in September of 1946.
Before retiring to Florida in 1984, Mrs. Radziewicz was active with the St. Annʼs Ladies Guild of Sacred Heart Church in Webster, as well as the Polish American Veterans Auxiliary in Webster, which she had served as President of. In her spare time, she enjoyed dancing and knitting, but found her greatest joy in her family, to whom she was ever devoted.
She is survived by three children, Nancy Bray and her husband, Scot of Colchester, with whom she most recently made her home, Jeffrey Renaud and his wife, Mary of Charlton, MA and Jon Renaud of Northampton, MA; four grandchildren, Christy, Joshua, Derek and Sabryna; one great grandson, Zachary; a sister, Lorraine Kispert of Rhode Island; two brothers, Leo Beaulieu of Southbridge and Donat Beaulieu of Vermont; and numerous extended family members and friends.
In addition to her husbands, she was predeceased by a sister, Doris Rusiecki.
The Memorial Liturgy will be celebrated 10 AM Monday directly at Notre Dame Church, 446 Main St., Southbridge. Committal with full military honors will follow in the New Notre Dame Cemetery. There are no calling hours.
In lieu of flowers, donations in her memory may be made to Hospice SECT, 227 Dunham St., Norwich 06360 or to the American Heart Association, P.O. Box 3049, Syracuse, NY 13220.
Care of arrangements has been entrusted to the Aurora-McCarthy Funeral Home of Colchester.

The Office of the Public Records Administrator and State Archives will be offering its annual grant application workshop on Wednesday, January 14, 2009 at 75 Van Block Avenue, Hartford. Registration will begin at 8:30 a.m. and the program will be held from 9:00 a.m. to 12:00 p.m. Attendance is required for competitive grant applicants if the applicant has not attended the two prior years of grant training. Also, to be eligible to apply for a competitive grant, towns must have completed a records management, preservation or disaster recovery planning survey. The Town Clerk's Association will be participating as a "vendor" in the upcoming GLBTQ Wedding & Family Expo to be held Sunday, December 7, 12:30pm - 3:30pm at the Courtyard by Marriott, Shelton (Fairfield County). Admission to this event is free to the public.
As with past Expos, our participation involves manning an informational booth to answer questions on Marriage Laws and procedures in obtaining a license. It has always been very informative for all who attend. At the Expo we will also be raffling off a free marriage Certificate courtesy of our Association. This Expo is a first of its kind now that same sex marriages are legal in Connecticut. We will quite possibly need a few more volunteers to help out that day. I just received the call from the Attorney General's office. The New Haven Superior Court Judge has signed the order, Same Sex Marriages are now in effect for Connecticut.
As of 9:30 a.m. today, discontinue issuing the old marriage licenses and only issue the new Marriage License and Certificate form.

Some TC's have received calls from the Working Families Party saying that they are calling at the direction of the SOTS office to make sure that the clerks are giving out proper information regarding cross endorsements. They are not authorized to say that they are calling per the SOTS office. Lesley Mara has confirmed that her office has not OK'd these phone calls. She will be following up directly with the Working Family Party.
As you know - if a voter fills in both ovals for a candidate who is cross endorsed, it is NOT an over-vote. The machine will give that candidate one vote and it will show up on the tape at the end of the night as "UNKNOWN"

If you have ordered supplies like the ED32 envelopes, they should still be coming. If you need supplies and have not ordered them I suggest you email either Mike or Ted and "cc" Lesley.
If you have PB envelopes with the wrong date you can use them just change the date.
Suggestions If you end up with not enough supplies :
PB inners - the most important part is the affidavit. You can type the affidavit text from the "B" envelope in to the address area of an envelope form in your computer and then print it out on a blank envelope. I have tried this and it is easy to do and works very well.
PB "C" outer envelopes - If I run out I am going to use some of the 100's of other outers I have with numbers and am going just write PB on the envelope.
Presidential Ballots - You should have already received your Presidential
Ballots. If you do not have Presidential Ballots please double check -
The PB's may have been shipped in the same box with the Overseas ballots. It would have been easy to miss them as they were on the bottom of the box. At this point you will not be receiving machine Presidential ballots. You will have to use hand count PB's. If you don't have enough remember they can be copied.
PB Applications - You do not have to keep a numbered log of the PB applications you give out. You do have to make a list of all PB ballots you issue. I have made an excel spreadsheet based on the information Ted supplied in his Presidential Ballot information. I will attach it below if anyone wants to use it please feel free.
Some towns have indicated they have a few supplies to share. If these towns are near you check directly with them: Morris - Paper Pres. Ballots, Southington - Paper PB's & Spanish application, East Haven - Spanish applications, Bethany - assorted PB supplies, Westport - ED32's, Bristol - Paper PB's and Spanish PB's, Colchester - PB applications & Envelopes, Wethersfield & N. Branford - Regular AB supplies.

Subject: FW: To All Town Clerks - Election Supply Information
Dear Colleagues:
I am writing to provide you with an update regarding delivery of election supplies and election preparation.
(1) Absentee ballot supplies: As you know, the supplies are being printed and shipped directly from each printer to you. We have been advised by the vendors that ALL supplies have been shipped. You may receive more than one shipment because we are using more than one vendor for the various supplies. Many clerks have indicated that they have already started receiving some supplies which is consistent with the updates we have been getting from the various printers. We have also ordered extra supplies for our office which we have been forwarding to Town Clerks, as needed. If you need additional supplies, please contact your liaison (the list of liaisons was published in last week’s edition of our Information Bulletin).
(2) Revision dates: Many of the forms will have a new revision date. However, the only forms that were substantively changed were the outer return envelopes for the absentee ballots. Therefore, you can use supplies you have on hand, as well those you have been receiving. As for the outer envelopes, we had the US Post Office review the envelopes before we printed them. In one instance, the Post Office recommended that we move a signature box to assist them in the automatic processing of mail at the post office. In another instance, a change was made to the military postal code. Again, you can still use the older version of the form. Absentee ballots will be mailed using either version.
(3) Overseas / Presidential Ballots: We know that many are anxious to get moving on this. We were not able to move forward because we did not receive necessary information from all the towns by the deadline. We assigned staff to follow up with calls to the towns with outstanding information and devoted significant energy to that task. We now have all the information and have been able to determine that the Libertarian Party candidate for President did not receive the required number of signatures to be placed on the ballots. Of course, we were waiting on printing for this answer and the printer has been instructed to go ahead and print the overseas and presidential ballots. You should be receiving these ballots within the week.
(4) Grids: As you know, the production of grids is dependent on confirming candidates’ success or failure to obtain ballot status. We are currently working on the “Grids” that will indicate party placement and candidate order. In some cases, the placement of a single candidate can change the entire order of the ballot (e.g., whether there would be a Libertarian candidate on the ballot for President). We are now finalizing the “grids.” At least half of the state will be out by the end of the day and we expect the rest to be completed tomorrow morning. In addition to sending these out by US mail, we will also be sending them by e-mail to expedite receipt. When you receive the e-mail, just go into the tab for your town (remembering that your town may have more than one tab).
(5) There are Constitutional Questions on the ballot. We will be printing posters for placement in each polling location. We have also sent to you a copy of the language that the GAE Committee approved in advance for your use.

House Bill No. 6502
June 11 Special Session, Public Act No. 08-3
AN ACT CONCERNING COMPREHENSIVE ETHICS REFORMS.
Sec. 11. Section 1-225 of the 2008 supplement to the general statutes, as amended by section 2 of public act 08-18, is repealed and the following is substituted in lieu thereof (Effective October 1, 2008):
(a) The meetings of all public agencies, except executive sessions, as defined in subdivision (6) of section 1-200, shall be open to the public. The votes of each member of any such public agency upon any issue before such public agency shall be reduced to writing and made available for public inspection within forty-eight hours and shall also be recorded in the minutes of the session at which taken. [, which] Within seven days of the session to which such minutes refer, such minutes shall be available for public inspection [within seven days of the session to which they refer] and posted on such public agency's Internet web site, if available. Each such agency shall make, keep and maintain a record of the proceedings of its meetings.
(b) Each such public agency of the state shall file not later than January thirty-first of each year in the office of the Secretary of the State the schedule of the regular meetings of such public agency for the ensuing year and shall post such schedule on such public agency's Internet web site, if available, except that such [provision] requirements shall not apply to the General Assembly, either house thereof or to any committee thereof. Any other provision of the Freedom of Information Act notwithstanding, the General Assembly at the commencement of each regular session in the odd-numbered years, shall adopt, as part of its joint rules, rules to provide notice to the public of its regular, special, emergency or interim committee meetings. The chairperson or secretary of any such public agency of any political subdivision of the state shall file, not later than January thirty-first of each year, with the clerk of such subdivision the schedule of regular meetings of such public agency for the ensuing year, and no such meeting of any such public agency shall be held sooner than thirty days after such schedule has been filed. The chief executive officer of any multitown district or agency shall file, not later than January thirty-first of each year, with the clerk of each municipal member of such district or agency, the schedule of regular meetings of such public agency for the ensuing year, and no such meeting of any such public agency shall be held sooner than thirty days after such schedule has been filed.
(c) The agenda of the regular meetings of every public agency, except for the General Assembly, shall be available to the public and shall be filed, not less than twenty-four hours before the meetings to which they refer, (1) in such agency's regular office or place of business, and (2) in the office of the Secretary of the State for any such public agency of the state, in the office of the clerk of such subdivision for any public agency of a political subdivision of the state or in the office of the clerk of each municipal member of any multitown district or agency. For any such public agency of the state, such agenda shall be posted on the public agency's and the Secretary of the State's web sites. Upon the affirmative vote of two-thirds of the members of a public agency present and voting, any subsequent business not included in such filed agendas may be considered and acted upon at such meetings.
(d) Notice of each special meeting of every public agency, except for the General Assembly, either house thereof or any committee thereof, shall be posted not less than twenty-four hours before the meeting to which such notice refers on the public agency's Internet web site, if available, and given not less than twenty-four hours prior to the time of such meeting by filing a notice of the time and place thereof in the office of the Secretary of the State for any such public agency of the state, in the office of the clerk of such subdivision for any public agency of a political subdivision of the state and in the office of the clerk of each municipal member for any multitown district or agency. The secretary or clerk shall cause any notice received under this section to be posted in his office. Such notice shall be given not less than twenty-four hours prior to the time of the special meeting; provided, in case of emergency, except for the General Assembly, either house thereof or any committee thereof, any such special meeting may be held without complying with the foregoing requirement for the filing of notice but a copy of the minutes of every such emergency special meeting adequately setting forth the nature of the emergency and the proceedings occurring at such meeting shall be filed with the Secretary of the State, the clerk of such political subdivision, or the clerk of each municipal member of such multitown district or agency, as the case may be, not later than seventy-two hours following the holding of such meeting. The notice shall specify the time and place of the special meeting and the business to be transacted. No other business shall be considered at such meetings by such public agency. In addition, such written notice shall be delivered to the usual place of abode of each member of the public agency so that the same is received prior to such special meeting. The requirement of delivery of such written notice may be dispensed with as to any member who at or prior to the time the meeting convenes files with the clerk or secretary of the public agency a written waiver of delivery of such notice. Such waiver may be given by telegram. The requirement of delivery of such written notice may also be dispensed with as to any member who is actually present at the meeting at the time it convenes. Nothing in this section shall be construed to prohibit any agency from adopting more stringent notice requirements.
(e) No member of the public shall be required, as a condition to attendance at a meeting of any such body, to register the member's name, or furnish other information, or complete a questionnaire or otherwise fulfill any condition precedent to the member's attendance.
(f) A public agency may hold an executive session, as defined in subdivision (6) of section 1-200, upon an affirmative vote of two-thirds of the members of such body present and voting, taken at a public meeting and stating the reasons for such executive session, as defined in section 1-200.
(g) In determining the time within which or by when a notice, agenda, record of votes or minutes of a special meeting or an emergency special meeting are required to be filed under this section, Saturdays, Sundays, legal holidays and any day on which the office of the agency, the Secretary of the State or the clerk of the applicable political subdivision or the clerk of each municipal member of any multitown district or agency, as the case may be, is closed, shall be excluded.

In the next few days, we will be receiving an announcement from the State Office of Policy Management (OPM) regarding the M-45 Conveyance form. They will be informing us that, as of October 1st of this year, they will collect their real estate sales data electronically from town assessors. Thus, eliminating their need for the M-45.
We as clerks still will be required to process and report conveyance fees to the Department of Revenue Services using this form until another is developed.
Last week, we met with Revenue Services to discuss the effects of this upcoming change. We will keep you informed as necessary should there being any other changes regarding how we are to report. At this time, the process for us will be pretty much the same. I have invited both OPM and DRS to attend our conference.

Today, August 20th we had in incident in the Vernon Town Hall which involved unauthorized individuals entering inner offices in the Planning Department and stealing a wallet from a purse in a desk drawer. It appears that two people were working together. Just a word of caution.

Town clerks cook up favorite recipes

When Agnes Pier’s son Daniel visited from California with his in-laws last year, she made for the whole family a traditional New England Thanksgiving feast. So when his extended family visited his home in San Francisco for Christmas, they asked him to make the same menu. For five days mother and son spoke on the phone working out the details of the feast. But it was the family’s pumpkin pie recipe that Daniel had to try out ahead of time to ensure it was perfect.
“It turned out good,” Pier said of her son’s attempt in the kitchen. “It was excellent.” The pumpkin pie recipe comes from Pier’s mother, Betty, and mimics a slice of pie Betty had while on her honeymoon. For years after that trip, Pier said, her mother worked at getting the taste just right. Cinnamon, cloves, ginger, allspice, nutmeg, molasses — it all heightens the pumpkin, making it spicier than most, but exactly like the one Betty tasted as a newlywed.
So when Pier, who serves as Windsor’s town clerk, was asked to submit a recipe to a cookbook fundraiser sponsored by the New England Association of City and Town Clerks, “Betty’s Pumpkin Pie” was a no-brainer.
Joseph V. Camposeo, town clerk in Manchester, said his submission was an easy choice for him, too. The book, “Cooking with the Clerks,” features his father Dominic’s recipe for scallops and raisins with pasta. Dominic Camposeo grew up in Turi in the Bari province of southern Italy where fruit, including raisins and dates, was plentiful, his son said.
“Dad was a heck of a cook,” Camposeo said, explaining that every Christmas Eve the family would dine on the dish that includes three cloves of garlic, Italian red wine, and plenty of tomato sauce. The recipe is noted in the cookbook as a specialty, but when asked if Camposeo makes it often, he said, “Me? No.” Apparently, he doesn’t cook.
But he does head the Connecticut Town Clerks Association, and said that each year the New England professional group holds its annual conference in a different state. Connecticut will play host in 2011.
The cookbook is serving as a fundraiser to generate enough seed money to help pay for that conference, which will offer classes and seminars for town clerks in the Northeast who are tasked with maintaining municipalities’ vital records. Consequently, “Cooking with the Clerks” is available in town clerks’ offices all over New England for $10.
With recipes from Certified Copy of a Chicken Pot Pie from Avon Town Clerk Ann L. Dearstyne to Quit Claim Breakfast Casserole from Meriden City Clerk Irene G. Masse and Absentee Ballot Babka from Cheshire Town Clerk Carolyn Soltis, the book also has the more traditional: broccoli casserole from Middlebury Town Clerk Edie Salisbury, corn casserole from New Hartford Town Clerk Donna LaPlante, and blueberry bread from East Haven Town Clerk Lisa Leary.
So-called “dignitary chefs” from all over New England — including Gov. M. Jodi Rell, Secretary of State Susan Bysiewicz, Comptroller Nancy Wyman, Attorney General Richard Blumenthal, public records administrator Eunice DiBella, and state Rep. Mary Ann Carson, R-New Fairfield — also contributed to the 173-page book.
South Windsor Town Clerk Gretchen Bickford submitted two recipes — vegetable pot pie and pie crust — both of which she took from family members after sampling the dishes at a get-together. The vegetable pot pie, she said, tastes so much like chicken pot pie she thought it’d appeal to vegetarians and meat-eaters alike. “They were a big hit,” she said of the dishes.
Betty’s Pumpkin Pie
1 9-inch unbaked pie crust
¾ cup sugar
1 tablespoon flour
½ teaspoon salt
¾ teaspoon ground cinnamon
¼ teaspoon ground cloves
½ teaspoon ground ginger
1/8 teaspoon allspice
1/8 teaspoon ground nutmeg
1 14-ounce can pumpkin
1 tablespoon molasses
1 tablespoon butter, melted
2 eggs
1 14-ounce can milk, use pumpkin can to measure milk
Preheat the oven to 425 degrees. Mix together the sugar, flour, salt, cinnamon, cloves, ginger, allspice, nutmeg, pumpkin, molasses, and butter. In a separate bowl beat the eggs and milk with wire whisk. Blend the pumpkin-spice mix and the milk-eggs mixture thoroughly. Pour mixture into pie crust. Bake for 40 minutes.

Grantees must submit a Project Evaluation/Expenditure Report to the Office of the Public Records Administrator for FY2008 grants no later than September 1, 2008. Forms should be completed and mailed by mid-August so that they are received in the grant office on or before September 1st.

To clarify one part contained in the list of Registrars of Voters' duties from the Secretary of the State's Office that was e-mailed this week, the law concerning the training of election officials was changed so that Town Clerks are no longer required to conduct any training sessions for election officials, including absentee ballot counters.

During the past week, some Connecticut Clerks received a email announcing that a (land record) data collection company would be coming in to the Connecticut market. It appears that this is going to be an effort to capture land record information in bulk.
On behalf of the CTCA, I will be responding to the requester who's name is Joe Eskanazi. My reply will be to clarify the method they are planning to use, and to get a sense of how they plan to carry out this project.
I believe that having one responder will save us all some time, and will also help to clarify the situation. Earlier today, I spoke with Tom Hennick of FOI and Public Records Administrator Eunice DiBella to apprise them of the situation. They both concur with my intent to clarify this request. Once I receive a reply, I will share it with each of you.

Beth Rotman, Director of Public Campaign Financing, asked me to contact you on behalf of the State Elections Enforcement Commission. We are hoping to create an open dialogue with the Connecticut Town Clerks Association with regard to the Citizens’ Election Program and petitioning candidates.
As Ms. Rotman discussed with you, qualified signatures on nominating petitions will be used not only to determine ballot eligibility, as in past elections, but will now serve an additional role determining grant amounts for eligible petitioning candidates under the new Citizens’ Election Program.
Town Clerks will play an integral part in the Program by certifying qualified signatures on petitioning ballots. The number of qualified signatures will determine the initial grant amount, if any, to award the petitioning candidate.
As a former employee of the Bristol Town and City Clerk’s Office, I know firsthand the amount of time and effort that goes in to certifying petitioning signatures.

Just want to let you know that on Monday, February 25th, Cindy slipped on ice in the parking lot here at Town Hall and broke her foot in 3 places. She was put in a non-walking cast the following week and was told that she can not return to work until Monday, May 5th!
She has an appointment to have the foot assessed on April 4th and she’ll take it from there. She’s hoping they’ll at least put her in a walking cast and maybe be able to come to work a few day a week. I’m not so sure – the doctors were very adamant that she stay off the foot (of course, she’s having to use cruches) because they want to avoid surgery and the bones need 6-8 weeks to fuse together as they should. I would be very surprised if she gets changed into a walking cast let alone be able to come to work.
In the meantime, though, her office computer is linked to her home lap top so she can receive e-mails and do some office work. I thought maybe you’d want to put this little tid bit on the Town Clerk’s web page so that well wishers could send her a card or e-mail her.

I’m wondering if you might put this up on the website. I’m going to email our Legislative Committee as well, but since this affects only those Towns w/Community Access, I’m not sure if the organization would be interested in taking a stand on this.
The issue we are concerned with is the accessibility and quality that this new legislation might have an effect on. This is information from the Exec. Director of our Community Television, which gives an example of how townspeople would access their Community Television channel should this new legislation go forward:
Municipalities who rely on their PEG access channels to 1) help keep their residents informed about local government, 2) notify residents in emergency situations, and 3) contact with residents about town services, should be aware of the way AT&T’s U-Verse television system plans to present PEG. Transparency in government requires accessibility, functionality and quality equivalent to other channels. In years past, Municipal Code Corporation indexed my Town Council minutes. A call from them in late October indicated that it was not cost effective for them to continue doing so in hard copy format. Nor would they send a disc in Microsoft Word format either.
I just located a company out of Cincinnati that will codify minutes and ordinances in hard copy format, and also send a disc in Microsoft Word format. Their rates are reasonable and their response to my questions are timely. When they sent a sample of the index, it was as good, if not better in font size and layout, than what I have.
Perhaps you could share this information with other Town Clerks/Town Council Clerks in Connecticut.

Pauline Laskow, former Town Clerk of Stafford for over 25 years, passed away on February 22, 2008. Pauline had served as an Assistant Registrar of Vital Statistics and an Assistant Town Clerk from 1968 – 1975. She became Town Clerk on March 31, 1975 and served in that office until her retirement on August 1, 2000. Her obituary follows:
Pauline Laskow, 67, of Morton St., Stafford Springs, CT, beloved wife of the late Walter R. Laskow, Sr., passed away on Friday, February 22, 2008 at Manchester Memorial Hospital, Manchester, CT. She was born in Fall River, MA, daughter of the late Leo and Bertha (Pelletier) Rioux. Pauline retired as town clerk from the Town of Stafford. She was a member of St. Edward Parish. Pauline is survived by her two children, Denise Laskow and her husband Mark Frankinburger and their children Molly, Ellie, and Lilly of Lebanon, CT, and Walter R. Laskow, Jr. and his companion Kathy Simonds of Stafford Springs, CT and her children Dylan and Jessica; a brother, Ernest Rioux and his wife Ethel of Milford, MA; three sisters, Gertrude Crompton of South Windsor, CT, Claudette Norris of Maryland, and Connie Latinville and her husband Donald of Fall River, MA; her caregivers, Jackie and Michelle; and many nieces and nephews. She was predeceased by a brother and three sisters. A Mass of Christian Burial will be held on Wednesday, February 27, 2008 at 6 P.M. at St. Edward Church, High St., Stafford Springs, CT. Burial in St. Edward Cemetery, Stafford Springs, CT, will be private. Memorial donations may be made to St. Jude Children’s Research Hospital, 501 St. Jude Place, Memphis, TN 38105. RE: UPDATED FINANCIAL REPORTING FORM (SEEC 20)
DATE: FEBRUARY 11, 2007
We have sent each Town clerk a set of revised SEEC Form 20 containing the revision date 1/08. This replaces the form revised 1/07. The instructions to the form have also been revised. Please make sure that the SEEC-20 is distributed with the instruction set. Please discard any SEEC Form 20 or instructions with a revision date prior to 01/08. Also, make sure that any ED-45 or ED-46 (issued by Secretary of the State) has been discarded. The SEEC Form 21 (revised 01/07) and the instruction set have not been revised and can be used.
These financial reporting forms, as well as all registration forms, are also available on our website: http://www.ct.gov/seec.
Please be aware that a different financial reporting statement must be used by committees for candidates for state senate and state representative. This form (SEEC Form 30) is also available on our website.

We have received state wide information from moveon.org, and we understand that town clerks may have received such information for each of their towns. Since we have it, we don't need them to forward it to us.

I have changed to a different kind of archival binder for the Land Records. As a result I have a large number [about 350] of the old type. These are white plastic with a window and use a sleeve to indicate the volume number and town. The sleeve is no good to any other town but the binder can be used by anybody with the appropriate sleeve. I am interested in finding out if anybody wants to buy them at a significant discount. They cost bout $12.new and are in excellent condition. Maybe offers can be made?

The calling hours for Therese Pac's mother, Genevieve Pac, will be held on Friday, January 25, from 2:00 to 4:00 PM and 6:00 to 8:00 PM at Burritt Hills Funeral Home, 332 Burritt Street, New Britain. Genevieve Pac passed away this morning, January 23. She was the mother of Therese Pac, Bristol Town Clerk. Calling hours are expected to be on Friday and the funeral on Saturday in New Britain. An update will be sent to you when additional information is available.

In order to keep conference costs down, we will utilize fundraisers and sponsor donations. We need your help to make our cookbook fundraiser a success.
